Preheat your oven to 350°F (175°C) and line an 8x8 inch baking pan with parchment paper, leaving overhang for easy removal.

In a microwave-safe bowl, melt the butter in 30-second intervals until fully melted. Let cool slightly.

Whisk the sugar into the melted butter until well combined.

Add eggs one at a time, beating well after each addition. Stir in vanilla extract.

In a separate bowl, sift together cocoa powder, flour, salt, and baking powder.

Fold the dry ingredients into the wet ingredients until just combined - don't overmix.

Fold in half of the chocolate chips, reserving the rest for topping.

Pour batter into prepared pan and spread evenly. Sprinkle remaining chocolate chips on top.
